The Best Content Optimization Tools in 2026
Two of these grade a draft against SERP terms and bill by seat. The rest are a free plugin, a free console or a WordPress plan in euros.
Surfer yearly: Discovery $49, Standard $99, Pro $182, Peace of Mind $299 per month. Frase yearly: Starter $39, Professional $103, Scale $239 per month (monthly is $49 / $129 / $299). Rank Math PRO is €7.99 a month billed annually (ex VAT). Google Search Console is free. Rank Math's free plugin covers on-page basics without a grader.
Content optimization tools look like one job: make the page rank. They bill as two. Graders sell a content score against the current SERP. Plugins sell schema, sitemaps and a traffic light in WordPress.
Search Console sells nothing and still has the query data the graders are guessing at.
A comparison that treats Surfer's $99 and Rank Math's €8 as the same product is how a writer pays for a score they never needed, or a site owner buys a grader and still has no Search Console property.

What it is
A content optimization tool either scores a draft against terms competitors already rank for, or implements on-page SEO on the site that publishes it. Surfer and Frase are graders with research around them.
Rank Math is a WordPress plugin that happens to sell Content AI on paid plans. Search Console is the click-and-impression log from Google. They stack. They do not replace each other.
Why it matters
The meter on the paid graders is seats and articles, not traffic. A $99 Surfer Standard seat that one writer uses on ten drafts a month is a different invoice from Rank Math PRO at €7.99 covering the site.
Buying both without Search Console is the usual waste: you optimize for a model of the SERP and never look at the queries you already get.
Key features to look for
The bottom line
Use Google Search Console and Keyword Planner first. They are free. Add Surfer Standard at $99 a month yearly when a writer needs a SERP-scored editor, or Frase yearly Starter at $39 if briefs matter more than the Surfer editor.
Put Rank Math on WordPress (free, or PRO at €7.99 yearly) for schema and on-page. Do not buy a grader to replace Console.
